PRTC is the Eligible Telecommunications Carrier for its service area for universal service purposes. The goal of universal service is to provide all members of PRTC's service area access to essential telecommunications services including voice grade access to the public switched telephone network. PRTC provides single party service to both residential and business customers with unlimited local usage. This service includes access to:

• Long distance carriers
• Dualtone multi-frequency signaling (Tone Dialing)
• Access to emergency services (911)
• Access to operator services (0)
• Access to directory assistance (411)
• Toll limitation for qualifying customers
